How many non-citizens on Minnesota's voter rolls?

What if non-citizens could be registered to vote and assigned (mail-in) ballots in the statewide voter registration system WITHOUT physically going to the polls? Could this be done in an undetectable manner? Could this be part of reason Simon(e) is hiding the state's voters rolls from the DOJ, prompting the suit?
